RPM of Enigmail extension version 1.1.2 for Thunderbird 3.1 is available in remi repository for fedora.
Installation:
yum --enablerepo=remi install thunderbird-enigmail
Or download from the repository
I'm waiting for new about bug #608511 before updating the RPM Fusion package.

Update to 1.1.2-2 which install in the extensions folder and thus, solves #608511
